Abstract
An effective counter unmanned aircraft system (C-UAS) solution needs collaboration from many stakeholders to agree on processes and procedures. This handbook has been developed by the European Commission’s Joint Research Centre (JRC) and is based on experience gained in its DRONE project . The recommendations were developed through a collaboration project. The JRC Geel site is a class 1 nuclear infrastructure and is therefore obliged to be prepared against UAS threats. The recommendations in this handbook are supported by targeted consultations and workshops with key stakeholders like law enforcement agencies (LEA), authorities, regulators and technology companies. This handbook is a key component of the European Commission’s C-UAS package, announced as a flagship action under the Communication ‘A Drone Strategy 2.0 for a Smart and Sustainable Unmanned Aircraft Eco-System in Europe’ . This package includes a dedicated C-UAS communication outlining the main ideas for the EU’s future policy on how to address the potential threats posed by unmanned aircraft systems. As part of the drive to provide continuous practical support to Member States and stakeholders, the JRC has produced two handbooks; the first concerns is this five-phased approach to developing a C-UAS solution, while the second contains a series of recommendations for assessing the risk stemming from the malicious use of UAS complemented with advice regarding the physical hardening of non-military infrastructures against such threats
